Mostly. A percarbonate wood cleaner plus a wood brightener in the rinse pulls out the gray UV oxidation and the mildew. What you get is the natural wood tone, not new-lumber pink, but a clean, warm color. If you want it darker or sealed, you stain after we clean.

If the fence was stained originally and that stain is failing, yes, clean, let it dry 48–72 hours, then stain. Stain-grade semi-transparent product gives 2 to 4 years of protection in San Diego sun. We can refer a stainer or you can DIY, a Wagner pad applicator handles most residential fences in a weekend.

Yellowing from UV is pigment breakdown, it's not a dirt film and it won't wash off. What does wash off is the gray-green mildew and the chalky oxidation sitting on top. We'll clean what's cleanable and tell you straight what's UV damage.
